The whole of the law itself became the law of gain to them, the law of sin and death or the law of Moses. Even the Psalms became law to them according to Jesus. They searched for eternal life in the scriptures to gain as if it were merchandise as to be bought and sold (Laodicea/ increased with goods, like children in the market place). As something to be gained. An earhtly thing, like the corruptible image of a man.

This was not the law of life that abided in the cloud upon the mount.

The two major Scriptures that Jesus seems to be playing off of are Zechariah 14:21

and every cooking pot in Jerusalem and Judah shall be sacred to the Lord of hosts, so that all who sacrifice may come and use them to boil the flesh of the sacrifice. And there shall no longer be traders in the house of the Lord of hosts on that day.

and Psalm 69:9
9It is zeal for your house that has consumed me; the insults of those who insult you have fallen on me.

What in the Old Testament law should have told the Jews it was wrong to allow merchants and money-changers in the temple?

Jesus said why in Matthew 21:13.
The fact was that everyone who could, was making money off of true worshippers. They were taking advantage of the believers, for gain of filthy lucre.

"is there an instruction against this" wasnt really the right question for them to ask anyway. They should have been asking "is the Temple serving the people it is for or the people in control?"
