Not sure what you are trying to say. But, according to his own testimony to the grand jury (I would hope those are facts), he witnessed a child being sexually assaulted and, rather than try to protect the child or immediately call 911, he left and went to his office. Once at his office, he called his father. Then, the next day he reported the sexual abuse to Joe Paterno. And there are questions about what exactly he reported to his superiors -- if he reported he saw a rape or if he just saw a child naked in the showers with Sandusky. You would think, after a time where nothing has really happened, he would at least have gone to the police and reported what he saw.
I find it hard to say that he is the one person who "did anything." Well, he did testify to a grand jury, almost a decade later, about what he saw.
