For those that have gained the victory and overcome the fault and been restored, dont you think that that gives people outside hope to overcome their own weaknesses and also to not be thrown under the bus by church people who would think they are better than the sinner? Church and its members have gotten a very bad name in these areas

Of course and I am a great believer in restoration. But I also believe in 1 Tim. 5.20, "As for those who are guilty and persist in sin, rebuke and admonish them before all, so that the rest may be warned and stand in wholesome awe and fear." (AmpV). Do will just ignore that verse on the pretense that we are actually helping the sinful leader and the church by ignoring or tolerating their sin?

IMO, We can do both, IMO. Part of the restoration of a sinful elder is rebuking him/her for their sin. If a person sins before all he must be rebuked before all, just as the person was in 1 Cor. 5.1-13. This public rebuke and even excommunication served to restore him (see 2 Cor. 2.5-11.) I hope you noticed in the 1 Cor. 5 that Paul rebuked the church for their false pride and feigned forgiveness in being tolerant and of the unrepentant immoral church member (v.2).

Am I to ignore those very clear instructions on how we are to handle unrepentant sinners among church membership? As long as I claim to believe God's Word I cannot disobey its instructions no matter how much it goes against what I want to believe.

I fully agree with this, it is a part of the church as well.
