Is using 'bread and circuses' to control population wrong?

The bread part rather depends. If it is bread, but no hope, and in the wrost of all the implicit threat that if you act up, even so much as politely asking 'more please sir' then the bread is wrong.

Circuses are very very wrong, but then I'm educated to know just what circuses originally were.

That is, making sure the poor are fed and occupy their attention with football and reality television so they won't rise up. Is it wrong for governments to do it?

I don't know what world you live in, but have you bought a ticket to a national sports event lately? No one is giving anything away.
