No. After all, we want to vote for the people who will give us the most bread and the best circuses. The government exists as a way of giving bread and circuses to everyone.
The bread part rather depends. If it is bread, but no hope, and in the wrost of all the implicit threat that if you act up, even so much as politely asking 'more please sir' then the bread is wrong.
Circuses are very very wrong, but then I'm educated to know just what circuses originally were.
