"I, like Moses, will see the promise land, but will never step foot in it."

The guy was referring to something other than "Heaven", but is it true that Moses isn't going to "enter" the "Promise Land"? If so, why not?

And if you could provide scripture, that'd be appreciated, as well.

As you know, Moses led the Israelites out of Egypt. Although the promised land pointed symbolically to heaven, there actually was a land God promised the Jews (modern day Israel) after bringing them out of Egypt. This is the promised land Moses was not allowed to enter.
The LORD said to Moses and Aaron, "Because you did not believe in me, to uphold me as holy in the eyes of the people of Israel, therefore you shall not bring this assembly into the land that I have given them" (Numbers 20:12).

Then Moses went up from the plains of Moab to Mount Nebo, to the top of Pisgah, which is opposite Jericho. And the LORD showed him all the land, Gilead as far as Dan, all Naphtali, the land of Ephraim and Manasseh, all the land of Judah as far as the western sea, the Negeb, and the Plain, that is, the Valley of Jericho the city of palm trees, as far as Zoar. And the LORD said to him, "This is the land of which I swore to Abraham, to Isaac, and to Jacob, 'I will give it to your offspring.' I have let you see it with your eyes, but you shall not go over there." So Moses the servant of the LORD died there in the land of Moab, according to the word of the LORD, and he buried him in the valley in the land of Moab opposite Beth-peor; but no one knows the place of his burial to this day. Moses was 120 years old when he died. His eye was undimmed, and his vigor unabated. And the people of Israel wept for Moses in the plains of Moab thirty days. Then the days of weeping and mourning for Moses were ended.

And Joshua the son of Nun was full of the spirit of wisdom, for Moses had laid his hands on him. So the people of Israel obeyed him and did as the LORD had commanded Moses. And there has not arisen a prophet since in Israel like Moses, whom the LORD knew face to face, none like him for all the signs and the wonders that the LORD sent him to do in the land of Egypt, to Pharaoh and to all his servants and to all his land, and for all the mighty power and all the great deeds of terror that Moses did in the sight of all Israel (Deuteronomy 34).
So Moses was not allowed to enter the land God had promised to the Jews, although as much as the chapter ends positively in Moses' favor, it seems clear Moses was allowed into heaven. He was one of God's greatest prophets, and Jesus spoke kindly of him.
And after six days Jesus took with him Peter and James and John, and led them up a high mountain by themselves. And he was transfigured before them, and his clothes became radiant, intensely white, as no one on earth could bleach them. And there appeared to them Elijah with Moses, and they were talking with Jesus. And Peter said to Jesus, "Rabbi, it is good that we are here. Let us make three tents, one for you and one for Moses and one for Elijah." For he did not know what to say, for they were terrified. And a cloud overshadowed them, and a voice came out of the cloud, "This is my beloved Son; listen to him." And suddenly, looking around, they no longer saw anyone with them but Jesus only (Mark 9).

Moses was faithful in all God’s house as a servant, to testify to the things that were to be spoken later (Hebrews 3).

An interesting fact I learned quite recently.

Moses did, in a manner of speaking, make it into the Promised Land.

And after six days Jesus took with him Peter and James, and John his brother, and led them up a high mountain by themselves. And he was transfigured before them, and his face shone like the sun, and his clothes became white as light. And behold, there appeared to them Moses and Elijah, talking with him.
(Matthew 17:1-3 ESV)

Not by flesh but by the sovereign grace of God.

Not by flesh but by the sovereign grace of God.

That would validate that Moses did also make it to Heaven, as well. Good points, I did not think of this.

And of course he will be dwelling in the New Jerusalem forever when Christ establishes his kingdom on earth.

Ah, I see. There was a "Promise Land" on earth and he wasn't allowed to enter that. I believe Heaven is sometimes referred to as the "Promise Land" and so I thought it kind of weird that he'd be able to see Heaven and not enter it. Anyway, thanks!

This brings me to a similar question:

I've heard that when God reigns on earth (and I assume turns arth into Heaven?), that there will be people that will be allowed to walk through Heaven (the former Earth), but will will not be able to stay there? Is this true or have I completely taken what I've heard completely out of context?

I have never heard it expressed that way.

The Bible teaches about a new Heaven and new earth after judgement but I have never heard of what you say.
