Soooo . . . on the occasions when you have had the courage to talk to these people, what happened--what did you feel led to say to them and how did they react?

Yes - that's the reason.

Whenever the situations happen, ask the Lord to reveal to you what He wants you to say.

When some Christians walk into a place, they pray - Lord, is there someone in here that I need to pray for, speak to, encourage, etc.?

So, is it your problem that
1)You feel this (almost) uncontrollable urge to talk to people?
2) You are happy to have this urge, but don't know what to say?
3) Is it appropriate to approach people you don't know, and talk to them?

Some people will be happy to talk to a stranger.
Others won't like it, and will think you are a little bit aggressive.

I can relate with you perfectly here. I've experienced the same thing many a time. You need to stay in the Word and pray for the people who God will put in your path. Don't fret the past, when you haven't known what to say. Go into every conversation with a new attitude toward what will happen.
I understand feeling timid or scared about not knowing what to say when you feel compelled to talk to someone. God knows as well. These are the things that the Lord puts in our life to strengthen that part of our walk. Don't sweat it, just go out with the attitude that it's for the Lord.

Mark 13:11:
But when they arrest you and deliver you up, do not worry beforehand, or premeditate what you will speak. But whatever is given you in that hour, speak that; for it is not you who speak, but the HolySpirit.

Luke 12:12:
For the Holy Spirit will teach you in that very hour what you ought to say.”


When the Holy Spirit leads you to do something, He will teach you what to say. You obviously get it a lot. I've gotten an urge to, but I know it's not time yet for me to speak.

I've had this happen several times before. Most of them just needed a friend, but I couldn't have known that unless I listened to that feeling.
People ask me sometimes "isn't that dangerous to just go talk to total strangers like that?"
Well, along with the feeling that I need to talk to people comes a "trust signal" or "vibe"....a feeling of whether the person is safe to talk to or should be confronted with caution. The feeling rarely leads me to some one who should be confronted with caution.
I call this system of signals and feelings my "vibe sensor"
I believe this may be my gift.
It is accurate most of the time.....
The times it wasn't was when I followed my own idea to get involved with someone on my own accord- confusing the vibe system with my own selfish desires

How do you know that? It would seem that you are limiting God's ability to use you as a vessel a bit here.

I'm not ready. When I learn what I need to say, then it will be the time.

I feel the same way sometimes. There have been people that I have just felt drawn to (not romantically). Right now there are two people in paticular that I have felt that way toward for a while now. But, I don't know why. I have been praying, asking God to reveal the reason. With one of them I felt maybe she was to be my mentor so I contacted her, explaining it and asking her to pray about it and see if maybe that's God's will. She wrote back to me saying that she can't be there in person for me (due to distance in locations) and that I need someone who can be there in person, but that she would be there for me via email and postal mail. I still feel there's some connection with her for some reason. I'm still not sure why though.
The only thing I can say is that whenever that happens, just pray about it asking God to reveal to you the reason and to give you the words to say and to lead you in when it's the right time to approach them.
