Privacy advocates angry about 'Big Brother' aspects

TOKYO, Japan (Reuters) -- Japan launched a compulsory ID system Monday aimed at bringing government into the electronic age in the face of stiff protests calling it a violation of privacy and a temptation to hackers.
A group of academics and activists presented the Home Affairs Ministry with a petition demanding the government halt the program, which links municipal computer systems and gives each Japanese citizen an 11-digit identification number.

They filed a court case at the end of last month, demanding the system be scrapped as unconstitutional.

"We don't want to be under government surveillance. Stop the resident registry system," shouted a small band of protesters outside the ministry.

With one dressed up to look like a computer and another as Prime Minister Junichiro Koizumi, the demonstrators danced and put on a short sketch to illustrate their objections to the system.

The new database stores personal data -- names, addresses, dates of birth, gender and the new ID numbers -- for each of Japan's 127 million citizens, making it easier for them to obtain documents for a variety of public services and benefits. It does not apply to non-Japanese residents.

But at least five municipalities, including Suginami Ward in western Tokyo, are refusing to join the system, while Mayor Hiroshi Nakada of Yokohama, Japan's second-largest city, said Friday that residents would be allowed to choose whether to take part.

Seiji Osaka, mayor of Niseko in Hokkaido, said his town might withdraw from the system in September if personal information was not being fully protected.

About 4 million of Japan's 127 million people live in municipalities that are refusing to introduce the system, media said.

The mayor of Kokubunji in western Tokyo held an official "shutting down" ceremony, in which he appeared before the media and clicked a mouse to cut the local computer system off from the new network.

Opponents fear that something sinister is at work and that the new system gives authorities a tool to harass and silence critics.

"This system treats individuals as things, not people," Hirohisa Kitano, a legal expert and honorary professor at Tokyo's Nihon University, told a news conference.

"The Nazis assigned numbers to Jewish people in exactly the same way. It is extremely dangerous," he added, explaining that he feared a return of the surveillance of citizens common under Japan's militarized system before and during World War II.

Critics say the ID number could act as a key to an array of personal data stored at different locations, making it easier for hackers to create mischief.

The government says it has created a security system that can detect suspicious access to the database.

"It's important to explain and reduce anxieties and win understanding," Koizumi told reporters when asked about the system, adding that it was necessary to ensure that personal data would be protected and not misused.

It is getting closer, The technology is there, and being set in place. It seems it's only a matter of time before we will be expected to start using it.

I think most people are going to end up taking it out of fear, not fear of those trying to force it on them. But from fear being created in the stories we keep seeing in the media. fear of identity theft, fear of having a child stolen, fear of not being able to buy any food, fear of losing their home because they can't make a payment without one, etc....

But the mark will definitely be an intentional thing, not an accidental thing. You won't get the mark thinking that it is a credit card or a driver's license, or some way to keep your identity from being stolen.

The people that get it will be taking it because they believe the antichrist is their god, and they want to be identified with him and obey him.

Christians will refuse, not because they don't want to eat or drive, but because they will not want to be associated with the antichrist.

is it like having an ID card for each citizen? there's something like that in HK, where they take your fingerprint and all other details like address, age, gender, occupation. Everyone has to have an ID card to get around, if you got caught without one, you may be an illegal immigrant.

It's like that, only it will be tattooed on your face or hand, and in order to get one, you'll have to be willing to worship the antichrist.

You won't be able to have a job, buy anything at the store or anywhere, unless you have that mark. No one will be exempt.

I don't see the problem in having a compulsory ID.

Seriously, I don't.

All of us have numbers -example: the US has the social security number system. Australia has a drivers license number. Not to mention the banks' number accounts etc..

If you think the system of numerical ID is bad - let me ask you- do keep a bank account or credit card? Own a computer internet account? Own a driver's license? Does your house even have a number?

If you think Japan's compuslory ID system is bad - consider their school text history books which whitewash their WWII atrocities in China and South East Asia.

i think Yauming's saying that we've numbers assigned to us already in the form of bank cards and other things.. like student IDs, drivng license. What Japan does, is just a step in getting everyone accountable by labelling them with numbers, in a national scale instead of regional or local.

This is done already in other places like HK.

Well, that's just it, the technology goes a step beyond the common driver's license or SS card. It links all the systems together to track the individual, and it is not voluntary, like a driver's license or SS number, each citizen will be required to have the id cards in order to get public services and benefits.

One report from an English language paper in Japan said the cards will eventually be required for voting, which means that anyone who did opt out of the system would lose the right to vote.

In Singapore we have a compulsory ID system as well. Not really a big deal, especially when by the time you are born it was already in place. Personally I don't see why this is causing a fuss, not that they are making implant chips or something -- that will be against natural order. Christians don't complain about God knowing everything too, human governments do this to ease administration (of course they can keep tabs on people easier too, but you win some, you lose some).

It actually helps sometimes, like when you're in an accident, they can contact your loved ones easily. Crooks can be caught faster, you don't have to update your information when you move and stuff.

Ah....the current news discussion item is putting chips in your children to make sure you can find them if kidnapped. I'd do it with mine if the technology is offered in my area. I don't see it as the mark of the beast....I see it as protecting my children.....
