What does that mean? That people don't commit crimes while under the influence? According to the statistics at the BJS.. crimes of child neglect, murder and rape are increased by drug and acohol use.

It's a good point though, that arresting people just for using drugs.. costs the country way too much money. But what about the crime aspect? Do we just ignore it so people can 'have their fun'?

If people commit crimes, arrest them. Being high shouldn't be a crime though. It is only a small percentage of the population that neglects their children, rape, and murder, and it is only a small percentage of the drug using population that does similar things.

More people commit crime or die on alcohol than any other drug, why is alcohol legal and almost every other drug not?

Just make it like we do for booze now. If you are under the influence while you do something illeagal, then you get a bigger sentence.
