They are both functions of a reverend/presbyter/leader/father in the Church, the different titles just stress certain aspects of his ministry. As a pastor, the reverend's duty is to guide his flock and teach them the Way. As a priest...well, St. Paul puts it a whole lot better than I ever could:

Romans 15:16
to be a minister of Christ Jesus to the Gentiles in the priestly service of the gospel of God, so that the offering of the Gentiles may be acceptable, sanctified by the Holy Spirit.

This is accomplished especially at Communion.

To dive a little more deeply, a Pastor (assuming you mean a Protestant minister) is not ordained in Apostolic Succession. A Presbyter (the greek term, not the Latin corruption) is ordained in Apostolic Succession.

The Apostles laid down the norms for authority in the Church, and selected those who could validly excercise it. They in turn selected others.

Those who appointed themselves and lacked authority are not Presbyters (or Bishops, or Deacons). The Catholic should respect what they are trying to do, and pray that their hearts will be converted to the true faith, so that they will lay aside their fears and personal thoughts, and conform to the faith of the Apostles as expressed in the ancient and primitive Christian Church.

You gotta be a priest to be a pastor, but not all priests are pastors.

Sounds right, and if there is more than one priest in one parish only one of them is pastor and the others are priests.
