Arafat is not hiding anywhere. Why would you kill someone you could simply arrest and put on trial?

For Israel to bring Arafat to trial (presumably at the world court) would mean that Israel is willing to acknowledge the descisions of the U.N. In so doing, they would be accountable, in the same court, for the crimes they have comitted. This they are not willing to do. It is much less expensive for them to assassinate him. But then, if they did that, they would have to invent (or finance) another boogey-man to justify their "retaliations". As it is, Arafat is an HUGE asset to Israel. By killing him, world opinion would be against Israel, but by keeping him alive Israel can justify their "retaliations" of thefts and murders.
If Israel had no one using violence in response to their violent actions, then they would soon be shown as the beast that they are. This contrast is not so readily apparent when there are two beasts fighting each other.
