As you said, context matters - it can be about self-determination and anti-imperialism, but that's really only in the context of a country being a (former) colony, being ruled over by an imperialist power without a say in their own governance. That's not applicable to modern Germany, France, Britain, or America.
Surely not only formerly-colonized countries have a right to autonomy and democracy... (Although in the case of America, we are a former colony.)
A case could be made that European countries are currently being colonized, even Britain. At what point does it get bad enough we're allowed to feel sorry for them? (For me, the limit was the Rotherham grooming gangs.)
