Not really, no. At worst, his administration earmarked 30 million documents for the library before he left office and the records were turned over to the National Archives and Records Administration (NARA).
These documents are already available to be requested under the Freedom of Information Act by NARA in accordance with the Presidential Records Act.
Also, while you say "his" (referring to Obama's) library, the Presidential Libraries are owned by the Federal Government and operated by the Office of Presidential Libraries, which is a division of NARA. Obama did not "take" any records for "his" library but gave them to NARA for his library.
