GENEVA — The bodies of more than 1,000 civilians have been recovered in areas north of Kyiv, Ukraine, that were occupied by Russian forces, the United Nations human rights chief, Michelle Bachelet, said on Thursday, including several hundred who were summarily executed and others who were shot by snipers.

“The figures will continue to increase,” Ms. Bachelet told a special session of the United Nations Human Rights Council in Geneva, the second in two weeks, focusing on abuses uncovered by investigators in Bucha, Irpin and other suburbs of Kyiv, Ukraine’s capital, that were seized by Russia’s forces in the early stages of its invasion before its focus shifted east.

Putin continues his war of terror on civilians:

"A Russian missile hit a crowded shopping mall in the central Ukrainian city of Kremenchuk. The regional governor said at least 13 people were killed and Ukraine's President Volodymyr Zelenskyy accused Russia of trying to sabotage people's normal life, targeting a site with over 1,000 people believed inside that posed no military threat. Monday also saw deadly attacks in other Ukrainian cities including Kharkiv and Lysychansk, Ukrainian authorities said. More than 50 Russian missiles hit cities across Ukraine over the weekend."

A shopping mall is a pretty big area. I wonder how this is working on the Russian side. Could they be a) different target intended, but that inaccurate, b) going on faulty intelligence about claimed military target, c) wishing to terrorize (which makes one wonder how it's thought that would play in world news like in for example Africa, where Russia has sought influence), or d) needing to feed Putin a constant stream of "we're winning", totally made up random targets are chosen and then it's claimed in reports to superiors that the military targets were successfully hit, producing an impressive string of successful attacks, to get promotions, etc.

It could be all of them simultaneously.

We need to look at similar cases.

In my opinion, this desire to terrorize. The grounds for this opinion are many previous events. Very frequent hits in civilian infrastructure and civilians. Children die almost every week: Odessa, Ochakov, Kyiv, Kharkov, Kremenchuk. Civilians in these cities have died in the last few days. And before that, there were a huge number of dead inhabitants.
It does seem to be intentional hitting civilian targets, meant to kill non combatants. Hitting a shopping mall seems definitely to be expected to kill women and children. So, if the missile was on target, it's a war crime.

Hmmm, I just found this type of announcement, which they've used before:

Russia denies hitting Ukrainian shopping centre with missiles

LONDON, June 28 (Reuters) - Russia on Tuesday denied hitting a shopping mall in the Ukrainian city of Kremenchuk with missiles, saying that it had struck a nearby depot of U.S. and European arms triggering an explosion which ignited a fire in the mall.

Ukraine said at least 18 people were killed on Monday by an intentional Russian missile strike against the shopping centre in Kremenchuk. President Volodymyr Zelenskiy said more than 1,000 people were inside when the missiles struck.

The head of the Nikolaev OVA, Vitaly Kim, said that the Russians launched 11 missiles at the city that night, only a part of them managed to bring down the air defense. He announced this on his Telegram channel.

According to Kim, the Russian invaders also fired at Ochakov with the help of MLRS today.

"Three dead, six wounded. A six-year-old girl died, a three-month-old child in a coma. The work of the State Emergency Service continues to clear the rubble," he said.

In Ochakovo, rashists hit the territory of the city market, the building of the palace of culture, the private sector, and two residential buildings were directly hit.

"As a result of the strike, some areas are missing - water, gas, electricity and the Internet," Kim added.
