My understanding is that the first part is about those who have been reborn, since it says "made you alive ..." (You are hardly alive when you are dead in sins). The second part after "having forgiven us all transgressions" I'm not sure about. The certificate of dept is it possibly the ceremonial Laws since he continues "Therefore no one is to act as your judge in regard to food or drink or in respect to a festival ..."?
