Will Biden have a State of the Union "speech"?

So far, it's doubtful. In fact, seeing that his ability to even speak clearly during a simple Press conference is quite limited, it's very doubtful his party will allow him to stand up and make a fool of himself with bumbling words and phrases and losses in his train of thought for a whole hour. Instead, it will be cancelled, and the reason given will be something to do with Trump supporters. The real reason will be, "He just isn't able to do it".

The last six or seven presidents did not give a state of the union address in their first year. Why would this be any different? I expect a joint session after the COVID relief package is passed, but no State of the Union until 2022.

I'll just say wow if this is the line of attack. He isn't giving a speech most presidents have not given.

It would be risky, that's for sure--giving a long address with the eyes of all of Congress and the whole nation paying attention.

A format in which there's no moderator or opponent or interviewer or wife (!) to ease the man over the lapses and mumblings would be a scary undertaking and nothing that could be explained away with the usual alibis.

In some ways, yes, but in others, no.

He can be better on some days than on others, but the speech you are referring to is about 21 minutes long. A State of the Union message can be a much as 90 minutes and is certainly longer and more involved than the one on that video.

Maybe he'd make it through, but it would still be a risk, as said before.

Yes. Not giving a speech is SO MUCH WORSE than raping a 13 year old girl.

I'm sure the 13 year old girl wished trump wasn't "just able to do it".

The way some people think about what is, and what is not, worthy of criticism is ... disturbing.

It’s a Constitutional requirement that the President inform Congress on the state of the union. This is from Sec. 3, of Article II. Which discusses presidential duties:

“He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient;”

But there’s no requirement that it be a speech. And it’s not required that it be done every year. The language just says “from time to time.” In the early days, it was a written report. I think it was only in the early 20th century, when radio was available, that the in-person Presidential SOTU address became customary.

The expectations were driven into the basement. And then when he actually did just OK, it was like a triumph.

At this point I am more concerned about Biden's appearance than his ability to perform important duties. He's got a slight slur, and as always he's prone to shooting from the hip verbally. But overall: so far, so good.

At this point I am more concerned about Biden's appearance than his ability to perform important duties. He's got a slight slur, and as always he's prone to shooting from the hip verbally. But overall: so far, so good.
I don't know how many "Trump people" literally predicted that Biden would drool. 'Not many' would be my guess, but he certainly did mumble, mispronounce ordinary words, forget familiar expressions and need his wife to lead him when he forgot where he was. That's almost certainly why his handlers had him stay in his basement for most of the election campaign.
