Because he has maintained no actions are needed.

40 times Trump said the coronavirus would vanish on it's own

The numbers DID fall "tremendously" the week after the electoral college votes were tallied, people started taking precautions seriously and Trump stopped claiming no actions were needed.

It was linked in the article, but rather than suggest you actually read the article linked in the OP that already answers your question about the OP, I'll go ahead and post the relevant section for you to examine before you comment again.

"While there has been a lot of reporting about communities of color being skeptical of getting the vaccine, poll after poll of public opinion has found that Republicans are among the most resistant to getting a shot.

Just 41 percent of them say they have been vaccinated or will do so as soon as possible. (That’s the same number as Black adults.)

Just a reminder to everyone that Tump isn't president anymore. Time to move on.

Except when a significant portion of the country still looks to him for guidance, in the spirit of public service embraced by all former Presidents until Him, the simple action of getting vaccinated in public could have done so much good for the country, erasing vaccination hesitancy in a large swath of the populace that still today has it..

Its simply a sad commentary on the character of the man I once called my President.
I had hoped for better from him.

The current administration is scrambling to come up with anything coherent relating to the Covid crisis, but after talking as though they had a plan and it was going to be functioning like clockwork and so predicable that Joe was able to refer to the actual number of days it would take, etc. they now have to blame their own failures on Trump. They have no other explanation to offer.

How does that address the posted stat?
I really want you to think about this and see that you are making absolutely no sense. First, Trump clearly communicated on countless occasions encouraging taking the vaccine. Second, have you forgotten which president implemented Operation Warp Speed? The executive order which made possible, not one, but three working vaccines in the United States? If Trump really didn't want people to get vaccinated, he would truly be the most incompetent president ever because he literally did the opposite of everything he should have done to prevent it.
