See what Paul says as you read further along in Romans 10.
He asks how can one call on Him whom they have not heard, and how can they hear unless one is sent to preach? Thus the Apostle says in verse 17, "faith comes by hearing, and hearing by the word of Christ".
Faith, faith is how one can call on the name of the Lord and believe in the resurrection of our Lord.
Romans 10:9 does not mean that God rewards people with salvation if they follow these X, Y, Z steps. Rather, salvation has come to us from God. How? By the word, through which God gives us faith (Ephesians 2:8), and through faith we are justified and born of God.
It is not by a "work of faith", i.e. the human effort to believe, but rather through the passive faith granted to our hearts by God's mercy, through which the work of Jesus Christ is appropriated to us by the Holy Spirit. Thus, says the Apostle, whoever is baptized is baptized into Christ, clothed with Christ, having been crucified with Him, dying with Him, buried with Him, and also raised up together with Him to new life--the life of a born again new creation in Christ. And thus we have passed from death to life. This God accomplishes by His grace, purely out of His love for us sinners.
Thus the Apostle can say that if we confess with our mouth that Jesus is Lord and believe in our hearts that God has raised Him from the dead, we are saved--not because of the work of confession or believing, but because these are the things that come from a regenerated heart of faith. For no one can confess that Jesus Christ is Lord except by the Holy Spirit, St Paul says in another place; thus it is only from faith granted to our hearts by the Holy Spirit that we can confess Him, call upon Him, and believe upon Him, His life, His death, His resurrection, His ascension, and indeed, His coming again in glory as judge of the quick and the dead.
