You may be combining elements from two different services.
The Day of Atonement did involve taking of blood into the sanctuary, and sprinkling on the mercy seat, though the animal in that case was not a lamb. You can read about it in Leviticus 16.
The sprinkling of the people with blood happened during the affirmation of the covenant, recorded in Exodus 24.
