In your OP you said that "Trump refuses to lead", the real problem is that Trump cannot lead. He is completely unqualified to hold the Presidency. He is the bull in the china shop. He is the blind leading the blind.

His failure to lead was back in March when he should have opposed closing down the economy. He should have led the country in resilience rather than buy the lies of fake experts who have been wrong across the board.

Trump labels himself ‘a wartime president’ combating coronavirus
Trump labels himself ‘a wartime president’ combating coronavirus

And now, he's unconditionally surrendered. No plan, no more efforts; he's surrendered.
It is up to the state governors to do their jobs. I am amazed that people can think there is any justification in blaming Trump when it is obviously the governors who are calling the shots in their states and when we all see how the people are flocking to the beaches and water parks and watering holes unmasked, not social distancing, and yet,Trump is responsible for their lack, and the governors lack of following the guidelines that have been set by the Trump administration. Any excuse to blame Trump, regardless of the facts.

The state governors may have the authority, but it was this President who tweeted encouragement for protesters to "liberate" their jurisdictions when the state authorities weren't moving fast enough to open up their economies to satisfy Trump- even if it meant ignoring his own Administration's guidelines!

Trump Golf Count
**************************************************************************************************************

The President found time to play golf at his Virginia Club on 3 different days in less than a week at the height of the pandemic with 50,000+ Americans testing positive every day, apparently there aren't enough national crises to keep him occupied!

FOOTNOTE: This is the same President who once claimed that, unlike Obama, once in office he would be too busy doing the people's business to find time to play golf - he was on the link 6X alone in the month of June, that represents 258 visits totaling 2398 hours and 41 minutes for the last 3 1/2 years!

And where they have, the pandemic is ending. But a lot of them followed Trump's lead, merely hoping that it would disappear "like a miracle." Some, like Abbot of Texas, belatedly realized the disaster he had permitted, and he has tried to close the barn doors. But the horse was already out.

The point is, it was a national emergency and Trump bungled it.

They see him promoting disasters like the rally in Tulsa, and the "safety optional" rally at Mt. Rushmore, and figure that it must be all right to go unprotected. Yes, that's on Trump's head.

I notice that when Ebola killed two Americans, the republicans were screaming it was all Obama's fault, but republicans don't even want to talk about how Trump's lack of response killed over 36,000 Americans.

It seems golfing helps him put his troubles out of his head. Good for him; not so good for America.

once again the governors are the people responsible for the actions taken in their state and people make their own decisions for what they do, by the way most of those people are young, if I remember the liberal talking points that would mean they are not Trump supporters.

That is just 1 hour and 19 minutes shy of 100 full 24 hour days golfing.

Actually, I tend to think Americans are better off when Trump is on the golf course. At least he's not making things worse for everyone else in that moment.

You may have a point, there.
