"Did you receive the Spirit by the works of the Law, or by hearing with faith?"
Acts 2 and Acts 9 and Acts 19.
Then Paul in corinthians and Galatians and Romans tells us the moment we trusted in the death and REsurrection of Jesus for our sin- we received the Holy Spirit.
That's not an example of a person receiving the Holy Spirit.

Paul was speaking to the Galatians and asking them how they had received the Spirit.
Of course they are!
Acts 2 is Pentecost when the Holy Spirit came to indwell those in the upper room.
Acts 9 is Cornelius receiving the Holy Spirit.
Acts 19 is those Jews who had accepted the Baptism of John, gone back to their home land, and heard the gospel and received Christ and the Holy Spirit.
Jesus said the moment we are born again we receive th eSpirit. John 3
Did they receive the Spirit by keeping the works of the law or after they believed?
That was the rhetorical question he asked them. Which do you think is the correct option?
They believed and were baptized, then had hands laid on them to receive the Holy Spirit. Just like all the rest. Jesus said "he that believes and is baptized ". And not even Philip could gift the Holy Spirit. He had to send for Peter and John.
Why should we think the Galatians were any different?
Paul only gave 2 options:
by the works of the Law
or
by hearing with faith

I think these are good scriptures about Holy Spirit.
He said to them, "Did you receive the Holy Spirit when you believed?" They said to him, "No, we haven't even heard that there is a Holy Spirit." He said, "Into what then were you baptized?" They said, "Into John's baptism." Paul said, "John indeed baptized with the baptism of repentance, saying to the people that they should believe in the one who would come after him, that is, in Jesus." When they heard this, they were baptized in the name of the Lord Jesus. When Paul had laid his hands on them, the Holy Spirit came on them, and they spoke with other languages and prophesied.
Acts 19:2-6
If you then, being evil, know how to give good gifts to your children, how much more will your heavenly Father give the Holy Spirit to those who ask him?
Luke 11:13
But the Counselor, the Holy Spirit, whom the Father will send in my name, he will teach you all things, and will remind you of all that I said to you.

Jesus appeared to Paul on the road to Damascus. But Paul had to be baptized by Ananias to receive the Holy Spirit.
Now again, show me anyone in the new testament who received the Holy Spirit by simply believing. Now I have to spot the poster above with the apostles, but there was no one around to lay hands on them.
It depends on the basis of the belief. Many believe they are filled with the Holy Spirit through a sensory experience, but there is more of a chance that they will receive just a sensory experience and not the Holy Spirit. And the devil is always around to give sensory experiences to those who seek and trust in them.So you agree that mere belief is insufficient?
Where does it say Paul received the Holy Spirit at his baptism?

And also the Ephesians:
Eph 1:13
"When you believed, you were marked in him with a seal, the promised Holy Spirit"
You are not a Christian unless you have received the Spirit:
Rom 8:9 "if anyone does not have the Spirit of Christ, he does not belong to Christ.”
