§18.2-308.13. Permit to possess assault firearm; civil penalty.

A. Any person who legally owns an assault firearm on July 1, 2020, may apply for a permit to possess such assault firearm. The application shall be on a form prescribed by the Department of State Police and shall include a certification statement to be signed by the applicant under penalty of perjury certifying that the applicant is the lawful owner of the assault firearm and that the information presented on the application is true and correct. Upon receipt of a complete application for a permit, the Superintendent of State Police or his designee shall issue a permit to the applicant. The Department of State Police may charge a fee not to exceed $50 to cover the cost of the issuance of the permit.

I have no problem with required registration. We do it with cars.

Do we have a constitutional and inalienable right to cars? Am I a felon if I don't register my car with the state? Do I have to register my car if I don't drive it on a public road?

The way some people behave when I talk about changing driving habits to use less gas, they think it is a requirement for Freedom tm.

You seem to forget the first half of the 2nd amendment. "Well regulated" is the phrase I am focusing on.

Honestly, given the destructive potential of guns, I am surprised we don't require everyone that wants a gun to pass gun safety, show proficiency at a gun range, and sign up for 'accident' insurance.

It is not just a right, bit a responsibility as well.

the answer to all those questions are NO. You do not even have to have it registered if it is not driven on PUBLIC highways.

There is nothing in the 2nd amendment which guarantees the right to own firearms in secret from the government. Requiring registration is not an infringement.

You are required to take a safety course usually if you wish to have a CCW. Now, if you use the gun for hunting or home defense often there is no such requirement,

Even Sanders has warned there will be civil war if they try to take guns. I have never been in a war zone, but I do know there is NOTHING pretty about war,. Civilians die in combat. In fact, they do so at a higher rate and number than combatants,

Actually, it says shell not be infringed that means that it is none of the government's business what guns I have. In fact, I happen to believe that NON-violent felons should get those rights back.

There is nothing about a militia, whether you regard it as the National Guard or merely the able-bodied armed men of the community, which requires or implies the right to ownership of firearms in secret from the government. Registration is not an infringement.

That is why the amendment was written, to insure that in the absence of a standing army there would be organized groups of able-bodied, armed civilians to be called into service in an emergency.

I've been told that there's a comma somewhere in that sentence that voids the "well-regulated militia" part.

Who would call them ( since there would be no way of knowing who they were?
