No. It just means these weren't culturally Romans per say, but allies. The Aedui were already Roman allies back in the 1st century. The term Foederati dates back to the Republic already, it just means a people not Roman citizens or Latin rights, but having a treaty of obligation to Rome.
Later in the late Empire, Foederati became tiny states within the Empire, like vassals essentially. I doubtvthis is what is going on here, but I'd bet this is Sarmatian - they were known to be horsemen. If a later date, Gothic, as Pannonia was settled by them prior to the Ostrogoths moving into Italy.
