i dont know if baptism with water is strictly required or not
Baptism in the Holy Spirit is required in order to be in The Kingdom of God , His Body in Christ. Water baptism is a ritual proclaiming your regeneration but has no power to change our condition, only the Spirit can do that. John the Baptist made that very clear.

Yes, it is required.
Jesus commanded it in Matt 28:19 and also in Mark 16:16.
Without it, one receives no remission of past sins. (Acts 2:38)
Without it, one is not "immersed" into Christ or into His death, burial, nor resurrected with Him to walk in newness of life; reborn. (Rom 6:3-6)
Without it, we can't crucify the flesh with the affections and lusts. (Gal 5:24)
Without it, we can't be freed from sin. (Rom 6:7)

By baptism we confess our faith in the death and resurrection of Jesus Christ, and testify of our death to sin and of our purpose to walk in newness of life. Thus we acknowledge Christ as Lord and Saviour, become His people, and are received as members by His church. Baptism is a symbol of our union with Christ, the forgiveness of our sins, and our reception of the Holy Spirit. It is by immersion in water and is contingent on an affirmation of faith in Jesus and evidence of repentance of sin. It follows instruction in the Holy Scriptures and acceptance of their teachings. (Matt. 28:19, 20; Acts 2:38; 16:30-33; 22:16; Rom. 6:1-6; Gal. 3:27; Col. 2:12, 13.)

Is water baptism required to receive salvation? No ... It is our public confession that we HAVE been saved (received Christ as our savior) and professing our faith in Christ and that we will follow Him ... and that is very important.

Why do you ask? Water Baptism is the normal way one becomes Christian but not 100% required. Think of the Thief on the Cross with our Lord. He had faith in Jesus and repented yet was not baptized yet was saved.

It is required. I'm not sure why anyone would say it is not. It's part of the act of faith in God.

It is not required for salvation, but one of God's two commands (along with Communion) for all believers. This is in Sccripture.

He asked because too many people say yes it is required for salvation despite the thief not being baptized and John the Baptist telling believers to be baptized.

If it wasn't required for salvation then why did Jesus get baptized and say Matthew 3:13-17

Please read Mark 16:16

Can you point me to scripture that says it is not required?

It is not essential for conversion to Christ, but it is part of the believers on-going sanctification.

I used to believe, like most traditional Pentecostals, that the baptism of the Holy Spirit came as a second event after conversion. But after carefully examining the Scriptures I have realised that there is far stronger support for the baptism of the Spirit happening as part of conversion and being born again. It makes no sense for the Holy Spirit to come into a person at conversion and then go away again and re-enter the person in a second event. So, I now believer that when a person is converted to Christ, they get the whole deal, and all they have to do is to learn to allow the Holy Spirit to flow out of them.

I can't read it. The entire passage looks like it is written in a foreign language.

Much better. The notable thing here is what this verse does not have: water. If you read the next verse, it is clear this refers to baptism of the Holy Spirit because 16:17 mentions the gift of tongues.

The gift of the Holy Ghost follows Baptism of water so tongues would naturally follow after Baptism. Acts 8:15-17:

15 Who, when they were come down, prayed for them, that they might receive the Holy Ghost:

16 (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.)

17 Then laid they their hands on them, and they received the Holy Ghost.

What happened to the thief on the cross?
He acknowledged his sin.
He acknowledged Jesus for who He was.
He was crucified with Christ, buried when He was buried and promised resurrection with Him.
Exactly what we endured at out water baptism, according to Romans 6:3-6.

No. People are baptized with the Holy Spirit first. This is believed to be when people speak in tongues. Only people who have been baptized by the Holy Sprit are to be baptized in water.

"Pentecostals identify three distinct uses of the word "baptism" in the New Testament:

  • Baptism into the body of Christ: This refers to salvation. Every believer in Christ is made a part of his body, the Church, through baptism. The Holy Spirit is the agent, and the body of Christ is the medium.[25]
  • Water baptism: Symbolic of dying to the world and living in Christ, water baptism is an outward symbol of that which has already been accomplished by the Holy Spirit, namely baptism into the body of Christ.[26]
  • Baptism with the Holy Spirit: This is an experience distinct from baptism into the body of Christ. In this baptism, Christ is the agent and the Holy Spirit is the medium.[25]"
Pentecostalism - Wikipedia

Baptism with the Holy Spirit "gives to the receiver an 'enduement of power for life and service, the bestowment of the gifts and their uses in the work of the ministry'. There are four experiences listed in the Fundamental Truths that result from Spirit baptism: 'overflowing fullness of the Spirit', 'a deepened reverence for God', 'intensified consecration and dedication to God and his work', and 'a more active love for Christ, for His Word and for the lost'."
