You are mistaken, I have followed him for years, radio and news - that's just how he speaks. You have to also keep in mind he had a heart attack last year.

Yes, he always speaks slowly and always sounds a bit tired. But within that, he always sounds clear and typically has a pretty even delivery, even when he's arguing with people. I actually like listening to him even if I disagree with a lot of what he says.

I don't know. What I do know is that he is the guy who smoked tons of weed in the 80's and had a raging coke habit in the 90's.

I don't know. He's 72 and working for the Trump administration. He could just be showing signs stress related health decline or more serious problems like a mini stroke.

youvegottobekidding raised an interesting point with his health, but I would still personally say this dude is wasted. I only know it, to be fair, with the comparison of the provided videos.

Other things I see him do that, individually mean nothing really but the combination of them all makes me curious:
1) Slurred, mispronounced and misordered words (growth progrowth).
2) Frequent slow blinks.
3) Gesticulations
