There are miles of differences between the 2.
A man is only a new creature if he be in Christ. Of course Yeshua the Christ was circumcised on the 8th day. Circumcision and uncircumcision are nothing, what matters is keeping the commandments of YHWH (1 Corinthians 7:19). Of course circumcision is a command of YHWH; circumcision means nothing without faith in Yeshua the Christ. Abraham walked by faith; so Abraham circumcised himself, he received the "seal of righteousness". Abraham circumcised his son Isaac on the 8th day keeping the command of YHWH. The law is not based on faith; but faith is based on the law. In others words your faith must be practiced lawfully.Galatians 3:28. There is neither Jew nor Greek, there is neither bond nor free, there is neither male nor female: for ye are all one in Christ Jesus.”
2 Corinthians 5:17. Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new.”

Any man that opposes the law of "circumcision on the 8th day"; teaches the law with partiality. Paul the son of a Pharisee was circumcised on the 8th day. Paul condescended to the weakness of others for a time. The Old covenant was gradually fading away ready to vanish. But it had not done so at that time. The covenant of circumcision is an everlasting covenant.
Genesis 17:7 Yes, I will establish My covenant between Me and you and your seed after you throughout their generations for an everlasting covenant, in order to be your God and your seed’s God after you.
9 God also said to Abraham, “As for you, My covenant you must keep, you and your seed after you throughout their generations. 10 This is My covenant that you must keep between Me and you and your seed after you: all your males must be circumcised. 11 You must be circumcised in the flesh of your foreskin, and this will become a sign of the covenant between Me and you.
The point Paul was making is that circumcision was of no value ‘to a non-Jew’ unless they were going to convert to Judaism and take on the whole of Torah. Something Jacob makes clear in Acts 15 that they did not need to do. They will obtain no special grace or favor for such an act. The covenant of circumcision had nothing to do with salvation.
Yet the covenant of circumcision is also a covenant of grace.

Who was Titus? Titus was not compelled or forced to be circumcised. I thought circumcision was always voluntary. The hivites voluntarily participated in circumcision concerning Dinah; Simeon and Levi. What happened to the hivites? Did circumcision profit them? Paul says to the ones under the law he became as under the law.
Jesus said before he died, to the apostle’s, that he had many things to say and to judge but they were not able to bear it yet until the holy Ghost was given.

Circumcision is practiced so that the law may not be broken (John 7:23).Yet we read
“ Romans 2:25. For circumcision verily profiteth, if thou keep the law: but if thou be a breaker of the law, thy circumcision is made uncircumcision.”
And all have broken the law so the covenant is broken when me break the law.

The true circumcision is in the heart spiritual. True saints have no confidence in the flesh nor do we constrain some to be circumcised as scripture speaks of,Circumcision is practiced so that the law may not be broken (John 7:23).
