Trump Says He'd 'Want to Hear' Foreign Dirt on 2020 Rivals
President Donald Trump said Wednesday that if a foreign power offered dirt on his 2020 opponent, he’d be open to accepting it and that he’d have no obligation to call in the FBI.

“I think I’d want to hear it,” Trump said in an interview with ABC News, adding, “There’s nothing wrong with listening.”

It's illegal to receive anything of value to a campaign, no matter how you receive it.
If you listen to the information you are accepting a contribution from a foreigner and you can't un hear it, you are now in possession of something you aren't suppose to have taken/accepted.

Is there a difference between having a book/file and actually reading it? Of coarse there is. Once you've read it you can't undo having that knowledge. If it is illegal for you to have that knowledge, you don't read the book. You give the book to an authority, in this case you give it to the FBI.

The OSC immediately made a public statement that it is illegal.

Clinton campaign hired and paid Fusion GPS, not Steele.
Hiring Fusion, a US company, to do opposition research, is not illegal.
Fusion GPS hired Steele, which is not illegal for them to do so.

Steele gave his report to the FBI.
I'm not sure about how this all works but I believe that these are facts.

If the Clinton campaign had hired Steele, a foreign entity/person, they may have been breaking the law. I think they would have been.

Maybe someone can answer this question?
Did the Clinton campaign ever have the Steele report themselves?
Or did they get a report from Fusion GPS?
If so, did it contain all the information that the Steele report did?

Well...I'm not so sure they are going to be able to hide behind Fusion GPS. Investigations are still going on...so we'll see how it all turns out once all the evidence and facts are in.
