I’m still surprised he’s not implementing everify. That might actually have an effect. The cynical side of me says he doesn’t want to solve the problem, but to exploit it politically. Hence he won’t do anything that would actually reduce immigration.

You're not being cynical. Our government here in Texas has remained resolutely against eVerify, but they want to miltarize the border with state personnel. It's like they don't want to alienate the business owners who love cheap illegal labor.
