The New York State Senate passed the Reproductive Health Act (RHA) this evening by a vote of 38-24, on the 46th anniversary of the Supreme Court decision in Roe v. Wade, which found that a woman has a constitutional right to abortion. The bill already passed the state assembly by a 92-47 vote.

“the patient is within twenty-four weeks from the commencement of pregnancy, or there is an absence of fetal viability, or the abortion is necessary to protect the patient’s life or health.”

So first 24 weeks or when the mother's life is at risk or the fetus can't survive. Is there a problem here?
