Intervention of the Holy See Permanent Observer at the United Nations plays an important role in "guidance". Some countries are actually acting outside UN, i.e. North Korea. Some countries want to join UN but are not accepted, i.e. Taiwan. Some countries are rejected by most of UN, i.e. Israel.
