Reuters said:
In his State of the State address on Tuesday, the newly elected Democratic governor will say that border crossings had fallen to their lowest since 1971 and California’s undocumented population had dropped to a more than 10-year low, spokesman Brian Ferguson said.

“The border ‘emergency’ is nothing more than a manufactured crisis — and CA’s National Guard will not be part of this political theater,” Newsom said on Twitter.

So, that's New Mexico and California not participating in this political theater.

Good to know:
Crime in El Paso was falling before border wall improvements, and then crime rose *after* border wall improvements for a couple of years --

El Paso --
"Construction for the steel border fence started in February 2008 and ended in late 2009, according to retired U.S. Border Patrol Chief, Victor Manjarrez. ...

KFOX14 looked into the FBI’s data for violent crimes in El Paso.

A violent crime is defined by the FBI as murder, non-negligent manslaughter, rape, robbery and aggravated assault.

We started with the year 2005, three years before the barrier was built.

The FBI database shows there were 210 cases of violent crimes in 2005.

That number climbed to 310 cases in 2010, when the barrier was already in place.

That number dropped to 250 in 2011.

That means in 2005, there was a crime rate of 35.4 percent per capita of 100,000.

The number then shoots up to 47.6 in 2010 per capita of 100,000, then back down to 37 in 2011."

BTW, who pays the Guard personnel when they get called up for domestic duties?
It depends. Because these Guardsmen were activated for a federal mission, they get payed by the federal government.

Like Nogales Arizona (I once lived about a quarter mile from the border in El Paso, though long ago, I remember it well) --
