I think it can be blamed on the mass media and entertainment.
They can indirectly set opinions in to people's minds and they have a tendency to be racially disproportionate in how they portray certain activities.
That is despite their claims of maintaining political correctness. You look at internet for example. Most ads for leisure and travel show whites, most ads for gardening show whites, most ads for humanitarian issues show blacks, most ads for science, research, and technology show whites, most ads for basketball and sometimes other sports show blacks, look for articles about fashion and beauty most will show whites.
That has to change and should have been done a long time ago already.
Human sovereign agents need to take responsibility for themselves, and act like sovereign humans. If you want to murder someone, don't use a stereotype, demagoguery and circumstances to build a veil of handicap. If you dislike certain persons, don't let political correctness stop you from expressing yourself under the 1st Amendment: be yourself. Stop letting other adults tell you (in general) how to behave and live! Stop letting your adults minds be influenced by empty distractions and sensations!
(It is much easier said than done, though, because it would require transparency: which would mean people can express themselves without fear. Society broad-strokes punishments that do not fit the fickle paradigm.)
