This is a hard question to answer. Here, pastors are readily available, so a parent would have no problem finding a pastor to perform the baptism. If I had a child, I would take the child to one of these pastors. If no pastors were available, and if you were comfortable doing a baptism, you could do it, but I would feel more comfortable if, sooner or later, I could find a pastor to do it.

Ideally a pastor should administer baptism but any lay believer can administer baptism so long as it is done in the following manner: (person's name), I baptize you in the name of the Father, and of the Son and of the Holy Spirit, Amen.

Once administered is should be reported to the local pastor for recognition by the local congregation.

This is a hard question to answer. Here, pastors are readily available, so a parent would have no problem finding a pastor to perform the baptism. I thought you were talking about your daughter, but I just read your other thread. I guess my answer remains the same, though.

Technically, any believer can, especially in emergencies. But this usually leaves the person baptized without any documentation. And, the one performing the baptism had better know what in the ceremony might make the baptism invalid.

Hi mydreams,

It's always been my understanding that any believer can baptize a believer. When Jesus commanded his disciples to go teach and baptize, I don't think that any of them were considered to have special qualifications for doing any of that other than they were believers.

Philip was not a Pastor and he baptized the Ethiopian in Acts 8.
As long as you are a believer, you can baptize others in water.
Jesus said that we were to make disciples and that we should baptize in the name of the Father, Son and Holy Spirit.
So if you have been called to disciple, that's for all believers, you are also called to baptize.

I don't see a record of Philip being a Pastor in Acts 8, he was an evangelist.
He may have been a Pastor later, but not when he preached to the Ethiopian.

What makes you think he was a Pastor?

It's a symbolic action and any garden hose will do in a pinch.
Many parts of the world are very short of clean water.
I'd hate to sprinkle drinkable water on somebody's head if in short supply.
1 in 9 people world wide do not have access to safe and clean drinking water.

Philip was active in evangelistic work, but he is identified as a deacon in the NT, which makes him a clergyman (in our terminology). I realize that some people mean, when they say pastor, the head minister in a congregation, but it is normally used as a synonym for an ordained minister, including deacons.

Lets straighten that out. Any minister is an appropriate baptizer--then as well as now. That includes all these with different titles.

If you have the holy spirit in you then you can baptize others as the holy spirit goes into the other person.

The spirit of God has to go into that person to convert them, I have felt this conversions many times in my life.

And trust me, you would know if you have the spirit in you, But also with faith and belief the holy spirit can come directly to the person in the process.

If you want to baptize then be filled with the holy ghost every day in prayer and faith and praise.

Praise is a great way for the holy spirit to enter into you in the morning and keep it with you in the day.
