The answer lies in WHICH sinners you are referring to. There are two categories of sinners that attend church. There are the unsaved sinners that attend your church that are seeking God but have not yet accepted Christ as their savior. These folks are still in their sins and are not members of the body of Christ. They are simply visitors who the church has no authority over. These folks cannot be held accountable for their sins by any authority of the church because they still belong to the world and not the church. They are neither repentant of their sins nor do they seek to be. These folks, even though they may be in church every Sunday are considered to be outside the church because they are not members and therefore not under the authority of the church.

And in my life, I have personally attended a church for a period of time without joining or considering myself a member. The ones I have attended have membership classes or a process to become a member. Some of those requirements included confessing Jesus Christ as Lord and Savior, repenting of sins, being baptized, etc.Well, in all my life, for one to say, "I attend such-and-such church" has always implied membership, not just a casual visit.
There is not one person in any church that is any better than anyone else. We have all fallen short of God's glory and continue to do so.
Our best works are as filthy rags before God. We come to church to glorify Him and grow. Some are stronger in faith than others and they need to help the weaker ones along.
Back to the OP,I was in a discussion today and was shocked to hear that some people think that people who are living in sin should not be allowed to attend their church.
I believe the waters get muddied because the 'church' was not meant for unbelievers. Believer's meaning to be those who have the Holy Spirit in them and live to follow the Lord in love and obedience to His ways. So, when you try to treat those who do not have this - it is wrong. They are sinners and need to be told the way of salvation. The body of Christ is NOT to put up with those in the fellowship who continue to live sinful lifestyles after taking the steps that are biblically instituted for such. There is much confusion in today's fellowships - and sadly the catering is to unbelievers - and this is not how we are taught according to scripture. The gathering, or assembling together is for our edification, encouragement and exhortation - as a body of bible believing Christ following people.

What I am saying is, that the Hebrew language very clearly shows perhaps not three "levels," maybe that wasn't the best word, but 3 different concepts that in English we tend to consider as one concept, sin. You're going to get some groups who lie and say it's all good to go with your lusts.Well my mom was an evangelist and married a divorced man, who became my father. They did not kick them out but since they were married they were one year denied communion. My dads wife left Him and wanted a divorce and later He found mom. Ever since that particular church has looked upon us kids as bastard christians.
