We also know that United Airlines is the only party that can bump people or upgrade people or see what's in the system as to who canceled a flight or who showed up on time or not. No politician or any other person other than an employee of United Airlines has the power to assign seats or bump people in United Airlines' system (other than customers who can do what the system lets them do for their own seats only, such as cancel them).
But we're just assuming that the congresswoman didn't hack into the airline's computers and change the seating assignment herself. Let's not rule that out.
