There you have it. What is the best way to end the epidemic of child sexual abuse, while remaining the most ethical?

In case you are unfamiliar with the issue, here are a few facts to get you started (though, remember, there is much more to this issue than can be summed up in a list of statistics):
  1. Child sexual abuse affects roughly 13-20% of children in the US, and between 10-20% of children worldwide. It is thought that boys are just as much affected by sexual abuse as girls, but more boys do not report abuse.
  2. 92-96% of abuse allegations are true, and those that are false typically originate with adults.
  3. Roughly 38-50% of abuse is reported to the police.
  4. 93% of perpetrators are people known and trusted in the community.
  5. 95% of sex crimes are committed by those with no criminal record.
  6. Sexual recidivism among child sex offenders is lower than that of other sex offenders, on average around 4-8%, in California, as low as .6%. It is more common for sex offenders to recidivate with a non-sexual crime, like a probation/parole violation or failure to register.
  7. 81% of sex abuse happens in a one-on-one situation, and 77% is committed in a residence.
  8. 97% of sex offenders have at least one adverse childhood experience in their background.
  9. One-third of contact child sex offenders have pedophilia, and two-thirds of offenders with sexual abuse material have pedophilia.
So, what is your solution? How do you propose we ethically end this epidemic, without trampling on people's rights?

There are a few solutions to 100% end child sexual abuse.

1. Kill all parents and replace them with robots.
2. Put cameras and other monitoring equipment in everyone's home, car, etc if they have a child; that way we can catch anyone who does anything like hurting kids.
3. After someone has a child, castrate them.

Otherwise, unfortunately, you'll never completely stop child sexual abuse. All we can do is make it as uncommon as possible.

As far as the pedophiles, I'm a big fan of Prevention Project Dunkelfeld in Germany. It helps a lot of pedophiles stay non-offending.

Castration and jail time. Simple and effective, people learn from their mistakes and good deterrent.
Deterrence doesn't actually work to stop people from committing crimes, though (statistically speaking). People don't tend to commit crimes when they think they'll get caught.

I believe I said ethical, plus, you ignored statistics 4 and 5. I would add that sexual pleasure is not typically a motivating factor in abuse. Maybe try something different?

1- Every sci-fi movie ever has robots taking over the world. Unethical.
2- Not prevention, that is reaction after the fact. Plus, people have abused when they know they are being reported- we just has a bus aide get charged with molesting ten children on a school bus.
3- Unethical.

Now do you see why I put the condition there? It makes it more challenging.

Otherwise, unfortunately, you'll never completely stop child sexual abuse. All we can do is make it as uncommon as possible.
Very true. Maybe I should have been more specific in that I meant ending the epidemic- making it less common.

As far as the pedophiles, I'm a big fan of Prevention Project Dunkelfeld in Germany. It helps a lot of pedophiles stay non-offending.
True, but at most, that will only affect up to one-third of abuse cases. Plus, we would need to repeal mandatory reporting laws.

You forgot one:

4. Kill all the children. Vasectomies and Tubal Ligations for everyone!

ETA Bonus, we would solve global warming too (eventually), so there's that.

Death sentence for pedophiles
As a pedophile is someone with a sexual attraction to children (pedophilia), who may or may not have harmed a child, this would be unethical because you are proposing killing people who have not harmed a child.

See also statistic 5, 6, and 9 in the OP. Even if you did mean "Death sentence for sexual abusers," it would not make much impact, because most perpetrators are not those who have already been caught.

Got any more information on this one? What constitutes an "adverse childhood experience" and what tie might that have with sexually abusing children? Obviously, I would guess that experiencing sexual abuse as a child would be one of the things, but are there more? If it's too broad, it might be a worthless statistic.

I dunno, just spit balling, but we might do something with mandatory therapy for juniors and seniors in high school. I don't really feel as though that isn't trampling on people's rights, but it could let us know about serious issues before they turn into something ugly, and it may help people learn about ways to get help with those issues instead of feeling as though there's nothing that can be done with whatever is afflicting them.
I can definitely see the benefits, but I can also see the pushback such a thing would experience, and those people wouldn't really be wrong.

Adverse childhood experiences involve seven different categories: Abuse (psychological, physical, sexual), violence against the mother, living in a household where people were substance abusers, mentally ill or suicidal, and those living with previously incarcerated people. The studies looking at ACEs in sex offenders are multiple, which Jill Levenson discussed during this year's Moore Center Symposium.

I'm not going to watch the video just because I hate videos, but I did skim the other link. Those things felt too broad, and I was expecting the vast majority of people in general to have had at least one, but according to that study just over 50% have, so I guess it is statistically significant. I don't know what to do with that information though.

Legally punish not only pedophiles, but those who hide and cover up the crimes of pedophiles.
Inapplicable. See post number 9 and OP. Also ignores almost all of the facts cited in the OP.

I hear you about hating videos, particularly speeches. I went and typed up summaries of the entire symposium earlier this year for my blog - worth it, but also very against how I learn new information.

Mental health screening would be a great start, as you suggested, and get those who need it the appropriate treatment, but as you pointed out, some people would have a problem with this. That is particularly true with mental health being so stigmatized in much of society.

During mental health screening, they could ask about ACEs and refer people to mentoring opportunities and therapists that specialize in trauma-informed care (a particular aspect of mental health treatment that focuses on past trauma and easing its burdens).

You have posted a contradiction.
You want to protect children but at the same time protect the 'rights' of their abusers.
That is impossible, as someone is going to have there freedoms/rights limited/infringedupon.

Two aspects.
1/ what child abuse is should be made more widely known and tat it is not normal or acceptable by anyone to do to any child regardless of sex, race or religion.
2/offenders and offended need councelling/retraining to minimise reoffending and to help the victims return to a normal life and not in turn become offenders.

In a perfect world it would be achievable, how this would be done in our impewrfect world only God knows.

It is not a contradiction if the aim is prevention. See point 5 in OP, 95% of abusers have no criminal record. In other words, restricting the freedom of abusers is not going to make a large impact, because you are addressing abuse after it happens. I want to stop the epidemic of abuse. The two are not the same thing.
