I agree....

IF, they are running for their life ie: refugee,
IF, they are coming to adopt the laws of the land and live peaceful while contributing to society
IF, they are vocally opposed to acts of violence, injury or terrorism against people or beliefs of the country they are moving to.

Soon as they try to change the culture or laws of their new home... they should be told to go back to where they came from.
If they can not condemn acts against the rights of the citizens of their new country, one must ask where their loyalty lies.

On top of it all.....they should be in no way offended and actually expect that there will be exhaustive checks into their background and the background of their relatives.

Foreigners must go through the same legal process to become citizens as every honest person has done before them. It's an injustice to every citizen for people to lie and cheat their way through, especially an injustice to those who had to go through so much trouble to become citizens legally.

IF, they are running for their life ie: refugee,
