Yes. And here is how YOU can be sure God is talking to you.
BACKGROUND:
God CAN speak audibly like He did to Samuel, the disciples from the cloud, or Paul. But if you have asked for His Spirit to live inside you, God gives Him to you, and then, He can speak directly into your heart/mind/soul, and it's completely private what He says to you.
HOWEVER, Satan and your flesh can ALSO speak to you and give you thoughts and sayings in your mind, even if he cannot posses your soul because of the Holy Spirit dwellin therin. YES, Satan can speak in the mind of Born Again Christian. This does not mean you are possessed by Satan. You may even have thoughts that curse the Holy Spirit. These types of attacks are like sqwauking crowes in the branches of your "tree". Simply shake the branches and satans crowes will eventually leave. Satans crowes are not truly IN you, they are just among the branches of your mind, even if you hear him internally.
So to be sure it's God and not just you or the Devils thoughts, USE the Word given in 1st - 3rd John to "test the spirits to see if their from God. Any Spirit that confesses Christ has come in flesh is of God. Any spirit that will not confess this is from the Evil one". So this is how you discern Gods voice:
1) Receive Jesus Christ by asking the Father for the Holy Spirit of Jesus Christ (aka the Spirit of Christ, aka the Spirit of God)
2) Pray to God to speak to you. Read your Bible, and then WAIT patiently and "be still" until you hear His "still small" voice.
3) When you have any thought that you think may be from the Holy Spirit, test is by asking the spirit this: say "spirit who just told me 'XYZ' (repeat back to the spirit what the spirit just said to you), has Jesus Christ come in the flesh?"
If the spirit says "No" or refuses to speak, it's NOT from God. You must then ignore, shun, or even rebuke that spirit by saying "The Lord Rebuke you", and you move on...God is with you and He has given you the discernment.
But if it's God, He will say things like "Yes!", "You already know." or my favorite, "I AM". And you will know His voice because you are His sheep, born again by His Spirit.
This is how you discern the Spirit of God from the spirit of Error. And it works on internal thoughts, external voices, and other people who are speaking because those are ALL coming from some spirit or another.
