So when you say "maxed out" is that referring to when it tells me, "You have given too much reputation in the last 24 hours, try again later"?

No, what "maxed out" means is that someone has reached the limit of their reputation they can receive. People who are maxed out display this info:
<b>Reps: 9,223,372,036,854,775,808 (power: 9,223,372,036,854,796)</b>
The first number is the maximum reputation anyone can have (= ~ 2^64), the number to the right is how much reputation points they give when they rep others.
