so it's all about money. I am not even going to comment on that, But i am sure if you really thought of it, you could come with with some fund raising ideals other than this one,

They can do "it" 5 ways from Sunday...doesn't matter, sex isn't the topic here as much as giving birth is...or the act of. The idea is that in order to birth a child, you need a permit...if you get pregnant, you've still got 9 months to get one. :)
And if I don't? Do they force it to be killed, what If I don't go to the doctor, and don't let them know the wife is pregnant, will you require all women who are fertile get mandatory pregnancy test every 6 months?

Yes a very small % of people are bad parents, so because of that you want to create a new set of laws for 100% of the people, give the government new powers to regulate who can procreate and where & when and how (Recall "The state; and they're not "in charge" of my reproducing any more than the DMV is in charge of me driving a car.")

Can't say that I do...but I cannot imagine anyone in such a state to be able to care for a child...social services would probably take the child now and pass it to an available family member if willing and applicable.

In order for a man and a woman to consummate and see a child to delivery, the following must occur before the birth of the child:
To Enforce that, you have to know that a woman is pregnant, to do that you must test them or else they can just not go to the doctor. (you know like women did for 1000s of years, gave birth without doctors)

Again...a deterrent...not a fix-all solution. You have to have a marriage license to get married, why not to give birth? Why no hoop-lah over having to have a marriage license?!

buying no, driving yep. They give you the privilege of driving, it isn't a right (You do recall all that DMV Stuff to get a License right?)

I don't have to have a marriage license for a church marriage, only if I wan't to have my wife as a Legal entity.

And remember your OP also stated

That involves either not allowing consummation or not allowing delivery.
Witch one are you going to stop if they don't follow the rules?

again, this isn't a fix-all solution to the parenting problem, but simply a deterrent (and a revenue generator). You got a better idea let's here it :)
My idea is this preach Christ to those who are lost and get them saved then get them baptized in the Holy Spirit. Lets not depend on man's wisdom but depend on the power and Spirit of God alone. When man makes laws without God they are automatically flawed because we are imperfect. The Spirit of God will change people, lets preach the Word more and get them saved.

God willing...because we care and understand that loving parents don't put their children in washing machines.
I note with interest you don't respond to the comment I made about these views parroting Margaret Sanger. That doesn't phase you in the least? Does it at all bother you that you hold a viewpoint commiserate with the "mother of abortion and infanticide"?

She does, and agrees that there should be some sort of legal process that would limit or deter unplanned pregnancies. She doesn't agree with some of the details, but seems to agree that a license or permit is a good idea. She also teaches in the worst school in Wake County...and has observed for years the lack of caring and concern of the parents on behalf of the children...so maybe she's a little biased. Back in Georgia, we saw the worst of it though...to the extreme. I used to be an advocate of legal sterilization, but I guess I'm growing softer the older I get.
