What are everyone's thoughts on the following:

In order for a man and a woman to consummate and see a child to delivery, the following must occur before the birth of the child:

1) $100 fee (because if you can't afford $100 for a permit, you surelycan't afford to care for a child)
2) Attend parenting class and pass written test
3) Pass physical exam

Repercussions: 4th degree misdemeanor: Mandatory jail time, 2 years probation, loss of custody, child is handed over to CPS. Doctors and hospitals would be legally bound to report all offenses.

Positive benefits:
1) Day care benefits and coupons for the 1st year of the child's birth, covering no more than 30% of the cost of subsidized day care facilities.
2) Diaper and other child-care consumables vouchers for the 1st year of the child's birth, no more than $150 per month.

This is class discrimination. Even with as far to the right as the GOP is right now, you couldn't get them to touch this bill.

Who's going to pay for that class and test? Or are you suggesting a nationwide mandate with fines? Republicans hate mandates, remember?

3) Pass physical exam

Why is this even relevant?

1. CPS' job is to get the child back with the parent. Unless you're suggesting they stay in state care forever. You have any idea what that costs? How about whats best for the child? If the parent is not a danger to the child, the child goes home once released from jail.

2. Now that they have been jailed and have a criminal record they are less qualified for employment thus more likely to need and stay on government assistance.

You have any idea what daycare costs for a newborn? And what about after the first year? This isn't a benefit, this is a Sunday paper coupon. You'd have abetter chance of selling 30% off daycare vouchers for $100.

Ever heard of W.I.C? Lasts much longer than 1 year.

To sum this all up what you would have is a nationwide uprising, as this is a bigoted idea. Anyone who even breathed on a bill like this would be shamed out of office. Even if it did pass, it does more harm than good. It makes people less qualified for employment, it tramatizes the child, potentially scaring him/her for life and it offers worse benefits than are already available. Add to this, abortion rates would skyrocket to avoid prosecution. Hence, this is the worst idea ever! And honestly, absolutely shameful! :doh:

Simple solution: Close all tax loopholes and raise taxes on the top 1%. Which is exactly what I hope Obama does, right after winning this election. :p

The gf works in a a school where there are a lot of bad parents (abusive, uncaring, neglectful)...then I saw this video on youtube of a dad "teasing" a toddler by putting her in a laundry mat washing machine and turning it on with the mother standing by.

Christ said that where your heart is there also will be your treasure. If people didn't care enough about children to do things listed above, then they shouldn't be allowed to have them to begin with, for this demonstrates that they would be unfit at raising children to begin with.

I don't claim any political affiliation. Just think it'd be a good idea to weed out those who are having children to satisfy ulterior motives.

In other words, its a good idea to completely eliminate civil rights, the Bill of Rights, the constitutionally established privilege of privacy in one's own home, etc. As I said, "Chinese communism."

That sounds like a wonderful idea actually. I don't fully agree with points #4 and #8; but being of sound mind and body should definitely be a prereq. #5 seems way over the top. 90 hours a week? I hope it's a $30k a year internship.

Communist? Hardly. Communism would suggest complete control over the entire process. I do not find how this infringes upon any constitutional amendment including the Bill of Rights. If you can cite an infringement directly please do so! That's like saying the Conceal Carry License I have to have infringes upon my 2nd amendment rights! Sorry but it doesn't. It ensures I am even remotely qualified to carry a firearm. An being a parent is more important than being a gun owner.

I fully agree that there should be some intervention, private or public, on the grounds of procreation. I've seen some horrible things done to children and the failure of CPS to address the incidents head on.

As a foster parent I can tell you that parenting classes won't guarantee successful parenting. All foster parents are required to take a class, and have continuing education. One of things we must sign (in Missouri, anyway) is a form concerning discipline. It's a two page, small print form covering all the ways we are NOT allowed to discipline foster children. And why are these things listed? Because foster parents have used them and they are abusive.

A class does not make one a good parent.
