Seems to me that panic people are not prepared people. That is they either have no sense of tomorrow, not thinking a step or two ahead, or they assume there is always time for last minute preparations, never thinking of the ability of others to stifle their own self assuredness.
Of course that segues nicely into setting aside the will of man in favour of the will of the Father. Without a visible change to suit the switch of allegiance, one may find the shelves marked Kingdom are bare. Salvation is not a matter of convenience.
Just like with a viral epidemic, many think a physical deadline has not yet been declared so they are free to move about and spread the contagion even further in the world before the appointed time of isolation. They think that before the officially set date that they are likely not at risk. The same applies to seeking the Kingdom where people think they have time and continue to spread the contagion of the will of man throughout the world or at the very least fall victim to it.
