Which comes first, Regeneration or Repentance?

I just had a "new" thought. New for me, anyway.

Suppose that regeneration is not necessary for the heart to be turned godward? Obvious it is an act of grace to be made penitent -- but is there any reason to suppose that it is "regeneration" that is necessary?

What you're saying is regeneration is not necessary for regeneration to occur. That doesn't make any sense.
