Jesus fulfilled the Old Testament law, which means that the purpose of it has passed away. So what did Jesus mean when he said he didnt abolish the law, if the Old Testament law has basically gone away now and has been replaced by the New Covenant?

The purpose of the Law never passes away. It is still the guide for living a life for God. But, the penalty for breaking it has been paid. When God starts to count your transgressions, Jesus will present his perfect life in your place and take the punishment (proactively) that you deserve for your sinful life.
So if the penalties in the Old Covenant dont exist anymore, what does it mean that the Old Covenant isnt abolished?

think about it. who told you that the penalties don't exist anymore?
do people still die? get sick? hate one another ? toil and sweat? fight? lie? divorce ?
serve other gods ? hurt others even for no reason ?
run red lights ?
None of that has anything to do with the Old Covenant. You're talking about a return to the world before the fall and not the Old Covenant.

How could i possibly be talking about the world before the fall? did people die before the fall? (noo)
did people lie before the fall? (noo)
before the fall, did people get sick? hate one another ? toil and sweat? fight? lie? divorce ?
serve other gods ? hurt others even for no reason ?
ALL NOO ......
AFTER THE FALL, did people die? YES
AFTER THE FALL, did people lie? YES
AFTER THE FALL, did people get sick? hate one another? toil and sweat? fight? divorce? serve other gods? hurt others even for no reason?
ALL YES .....
do most people of the world TODAY, AFTER THE FALL, do all those things?
ALL YES (and abominably worse too!).....
TODAY, the whole world is full of unrepentant sinners willfully and blindly doing whatever they think is right or want to do.......
Did the law against lying go away? NOOO.....
did the law against murder go away? NOOOO.....
did the law against divorce go away? NOOO....
did the law against serving pagan gods go away? NOOOO....
did the law against hating people without cause go away? NOOOO...
is the penalty for sin death? yes.
so , will most of the world die for their sin ? yes.
are there some people who won't die for their sin ? yes.
and THAT is what makes all the difference. THAT is what people need to know.
Are you saying that only people who perfectly keep the Law will be saved?
why would you assume that ?
good. the answer is almost a rhetorical question then.....
since the penalty for sin is death,
will unredeemed sinners die for their sin ? (please note the obvious- UNredeemed sinners)

The old covenant law or the Torah has passed away in it's entirety. The only purpose it serves now is a historical one and to show people the wrong way to heaven. It shows what terrible darkness there was in the world prior to the glorious advent of Christ. Anyone who tries to get righteousness out of it in our day has fallen from grace.
