Back then, government red tape prevented the FBI and CIA from speaking to each other due to jurisdictional issues; in particular, people didn't want the CIA "operating on American shores".

Because of this, critical intelligence data got lost in the shuffle or trapped behind brick walls.

I don't expect you to have all the answers, but I at least expect you to be able to establish the three aspects of a crime that must be established before guilt can be determined. So far I've only asked you to establish one aspect.

• Motive: the reason the defendant committed the crime.
• Means: the ability of the defendant to commit the crime.
• Opportunity: whether the defendant had the chance to commit the crime.

There are much simpler ways and far less self-destructive ways to go to war in the Middle East than flying planes into two world trade center buildings and the pentagon. I'd like to believe that if the motive were to go to war, that a less self-destructive means would have been enacted.

If you can't uncover a motive that makes sense, then the conspiracy as a whole makes no sense.
