Well the reason I asked is:

God knew his plan with Jesus before it was even set in motion. This means he had plans for certain Romans to attack and crucify Jesus. Is it a sin if they are following God's pre-destined plan to save the rest of the world?

If their actions are a transgression of the law, yes.

More correctly, God had plans for Jesus to submit himself to the wickedness of a Roman death squad so that Jesus could redeem the world through his death and resurrection. This does not excuse the Romans on that death squad.
