Both Christ and Paul express that "it's not for all" to be celibate. A draft enforced by moral blackmail would surely be contrary to this?

Perhaps if they pushed the celibacy thing up to Bishop level, like the Orthodox Church does, the priesthood might not be such a daunting prospect?

To my knowledge, celibacy is not a Church dogma. As a matter of fact, only 4 of the 22 Liturgical Rites practice celibacy. It's possible (but not likely) that the Latin Rite could overturn the celibacy requirement. Even the Latin Rite, which is one of the four that enforces celibacy, allows for married priests, in the case of converts from Protestant clergy.
