LOL no, the other strategy is what the US was involved in pioneering in Northern Ireland to great success - negotiate with the terrorists, take away the causes of disatisfaction that lead to support of terrorist organisations. (Rather than the current policy of adding fuel to the fire).

Give me an example of where force has achieved any kind of lasting progress against terroist?

Soviets in Afghanistan? Nope.
Russians in Chechnya? Nope.
British in Ireland? Nope.
French in Algiers? Nope.
Coalition in Iraq? NO WAY!

All futile excercises.
