Depends on the circumstances. Stricter penalties for first time offenders are certainly sometimes warrented and perhaps that's something that should be discussed. Repeat offenders and rapists should have the book thrown at them. But realistically we can't afford to lock up everyone who commits a sex-offense for ever and ever.
