When I fisrt heard this I thought "Who in their right mind would want THIS guy consulting on disaster preparedness?" Then I remembered - they hire ex-cons for 'how to burglar prrof your home', 'what not to do' in certain situations. They hire paroled pedophiles to tell kids/parents how to avoid trouble. Maybe it's similar?
