The answer to the question is "no." While he is still validly ordained, obviously, he might as well be holding a piece of bread, waving his hands over it and saying "presto changeo." The good bishop has removed himself from our communion table. It is wholly incorrect for the bishop to leave and yet say "sure, i'll do it in the way that you believe."

He was a priest, not a bishop.

Moreover, it is blasphemous.

Why?

The Eucharist is the medicine of immortality and, as the Church states, is the source and summit of the Christian life. Trifle with it at your own risk.

Is that what Jesus said?

At Mass God transforms bread and wine into himself. This transformation is more accurately termed "transubstantiation," meaning to change one substance into another. "The cup of blessing that we bless, is a participation in the blood of Christ.
The bread that we break, is a participation in the body of Christ (1 Cor 10:16).

Holy Communion is truly God.
Whoever eats the bread or drinks the cup of the Lord unworthily will have to answer for the body and blood of the Lord.
A person should examine himself, and so eat the bread and drink the cup.
For anyone who eats and drinks without discerning the body, eats and drinks judgment on himself (1 Cor 11:27-29).
